Two of the spikes are support for the first Gulf War and, I guess, being happy about September 11. I’m not entirely sure about the earliest approach of 70% but I assume it must have been because people were happy about my birth and assumed I would be their Messiah.

They were, in 2016. The “sample is weighted to be representative of U.S. adults,” so it’s not even “registered voters.”
