I suspect that the “insurgents” aren’t insurgents in the sense we’d think of the term, and potentially not in any sense at all.
Maybe it’s granting it more credence than it deserves, or just wishful thinking, but I think there’s much more going on behind the scenes than this notion of “The Agency” defending (or failing to defend) agents from “insurgents.”
And I think the key to discovering the truth is going to be discovering exactly where Hinagiku was for all that time, what happened to her, and how she ended up the way she is.
Indeed. And that’s a good example of why I think there’s more to it than there seems. We’ve already learned of one example of the people behind the agents being cruelly self-serving at the agents’ expense, and I expect there are many more.
