The trio in the 3rd panel are definitely some reference. The two in the foreground kinda give Team Rocket vibes, but I can’t find anything easily where either meowth is behind Jessie & James or where someone else like Giovanni is.
That’s making me think it’s actually something else that’s not jumping to mind, or maybe I’m just failing to find the right image
