I think the agent made up his mind to shoot to kill before he drew his weapon. I just listened to a US politician on LBC radio trying to defend the ICE action. He claimed to have watched the video 20 times and said it was clear the driver was trying to run over the agent. I’ve just watched it and it’s clear the front wheels were turned well to the right avoiding the agent who walk across the front of the vehicle. If anything the driver was deliberately avoiding the agent.
