The US has not reinstated any Morse code requirement for amateur radio licenses. That requirement was eliminated in 2007 (https://en.wikipedia.org/wiki/Morse_code#Amateur_radio, third paragraph), and while a few folks occasionally discuss bringing it back, that’s a minority view.
Also, natural disasters wouldn’t stop competent amateur operators from making voice transmissions. Many of us regularly establish two-way contacts in challenging conditions (high noise floors, low power, portable setups, etc.).
