[On-topic] At least here in Brazil this kind of situation is covered under the following:

• article 936 of the civil code - if your animal causes someone damage, you’re legally bound to reimburse it, unless you can prove that the victim is to blame
• article 132 of the penal code - exposure of someone to direct and imminent danger; the article doesn’t say it but it’s usually interpreted to include failure to keep in check animals under your custody

They’re both species-agnostic, so it’s the same deal for dogs, cats, or even horses.
